A collection brings together the activity stream, the people allowed to contribute, and the people allowed to review. This is how Survee avoids mixing unrelated work into one evidence stream.
Once a field program involves multiple teams, collections become the unit of coordination rather than just a grouping device.

Owner, editor, contributor, and read-only access each solve a different operational problem. Clear roles matter once more than one team is contributing to the same program.
